These types of immigrants are favored in Canada and other western countries. Applicants under the skilled worker category are allowed to include their spouse and dependent children on their applications. When approved, the spouse and children may immigrate to Canada as well.
For the skilled workers applications, dependent children are legally defined as those who are 22 years old or below. However, there is an exception to this definition. Children who are more than 22 years old are still considered as dependents if they are substantially dependent on their parents' remittances even before they reached that age. Also, those who are taking continuing courses until they reach this age is considered dependent.
On the other hand, one important factor to consider regarding this definition lies not in the statutory rules but in the in the application status. Sometimes, information regarding dependents is "locked in" or "frozen." In other words, a child's age and financial dependency may be calculated or taken into consideration in three different situations: as of the application date, as of some other dates, or as of the immigration officer's bidding whenever that may be.
Lock-in Date for Age
Under this condition, the Canadian immigration officials (Citizen and Immigration Canada or CIC) have internal policies regarding the age of the children. They identify the lock-in date on the date of the skilled worker's application. The lock-in date is defined by the following adaptations from the CIC policy manual:
The lock-in date serves as a reference point in order to freeze certain factors until such time that the applications are processed. Such definition is not under any Act or regulations. However, it does not go against any of those laws that an applicant must follow.
For the refugees or those belonging to the economic class, the lock-in of age occurs when a visa officer has accepted an application submission. This policy does not present any conflicts with the jurisprudence, which normally overrules CIC policies in the occurrence of conflicts.
In this case, the younger son in the example, eligibly qualifies as a dependent. Also, he still qualifies as a dependent even after one year and a half because he is below 22 years old at the time of the lock-in for age.

When my family of four, including two teenage daughters, plans a trip, we love to travel to Kissimmee in Central Florida, where the weather is great and the activities abound. We've made the t's rip so many times we've found some really fun places to go, all conveniently located right off I-4 east on Route 192.
Here are some things we enjoy:
Mini Golf- We use coupons from pre-printed coupon books you can find all around the area to help save when we play. There are some great "themes" to choose from including an African river adventure complete with live alligators to feed, a Hawaiian adventure with erupting volcano, a mining theme, and an adventure with pirates.
Shell World - Even if you aren't buying, it's a fantastic place to take your sea-life lovers to look around. Don't miss the huge shell in the back of the store, you won't believe it's size! Check out the small museum with it's display of diving equipment. Use a coupon book from one of those books I mentioned before (which are conveniently located right inside their door) and your kids can get a free shell necklace or real starfish when they go in. You can even pick an oyster and have the pearl inside mounted in a piece of jewelry. My daughter got a beautiful pinkish colored one valued at about $125 for only $49. Tip: Pick a large shelled oyster, it will have the nicest pearl inside. Your kids will love just walking through the aisles seeing shells of every shape, color, and size.
Flea Markets - DO NOT pass these up. We love walking thru them looking for bargains and treasures. My daughter, Abby, collects anything from Disney's Hunchback of Notre Dame and we've found her some really neat stuff in these places when we spend a little time searching You'll also find leather goods, reasonably priced luggage, t-shirts, reallistic looking fake Pandora beads and chains, designer sunglasses, and even a place to get a Henna Tattoo, Tip: Most of these places have maps for you to use so you can find booths easier and not get so twisted around and end up walking the same aisles. We really like the one directly across from Old Town with it's over 250 booths to explore but there are others like the Rt. 192 Flea Market and Maingate Flea Market. Yes, some the of the booths carry the same items, so don't be afraid to look and compare prices. I'll ask the owner if they can give us a better deal and usually they do. My children think I'm a miser but when they start spending their own money, they'll understand.
Capone's Dinner Show - A hysterical look at prohibition when gangsters reigned supreme and your waiter could be a mobster. The show is funny, the music is lively, and the buffet-style food is better than average. Tip: 1/2 off coupons can be found in any of those pre-printed coupon books and if you go an hour before the show and buy a drink (even sodas) you'll be seated first! This is actually the most economical of all the dinner shows. Something else cool to note, before you're seated your group's mug shot will be taken so don't look suspicious! You'll be offered a chance to buy these photos in a variety of sizes and in a keyring, which makes a great keepsake of your trip.
Arabian Nights Dinner Show - See all the magic and majesty of the beautiful Arabian Horses come to life in this one-of-a-kind show. You'll be amazed at the riding and the tricks on horseback while enjoying an excellent meal. The stadium-style seating means there isn't a bad seat in the house. Make sure you arrive early enough for the pre-show, it's awesome too. VIP tickets are available which give you up close time for photos before the show as well as a drink and other perks. We didn't opt for VIP tickets, which cost more, but still got some great close-up photos after the show.
